菲利普港市(City of Port Phillip)设有三处全年 24 小时开放的永久狗狗不牵绳海滩:St Kilda West Beach、紧邻 Lagoon Pier 的 Port Melbourne Beach，以及 Garden City 的 Sandridge Beach。St Kilda West Beach 的天然草本沙丘保护区禁止犬只进入，Sandridge Beach 旁的 Perce White 保护区同样不允许携犬。

圣基尔达西滩(St Kilda West Beach)位于圣基尔达海滨西侧、靠近游艇码头一带,是菲利普港市(City of Port Phillip)少数全年任何时候都允许狗狗不牵绳的海滩之一,而该市大多数海滩仅在较凉爽的月份开放不牵绳。紧邻的天然草本沙丘保护区无论牵绳与否都禁止狗狗进入,以保护当地植被。步行即可到达圣基尔达的咖啡馆、餐厅及栈桥一带。

Port Melbourne Beach (Lagoon Pier off-leash area)

Sandridge Beach

位于花园城(Garden City)的Sandridge Beach可回望墨尔本市区天际线,紧邻区域全年设有狗狗不牵绳区。相邻的Perce White保护区作为海岸自然保护区,禁止狗狗进入。海滩靠近Beacon Cove餐饮区和Sandridge救生俱乐部。
